1. Michael Gallup

This was a questionable decision at the time and it looks even more questionable now.

The Cowboys signed Gallup to a five-year, $57.5 million contract last offseason -- while he was rehabbing a torn ACL. The deal included a $10 million signing bonus, with $27 million guaranteed and an average salary of $11.5 million.

It was a risky investment and Gallup didn't reward the team's faith as he posted his worst season since his rookie year in 2018. In 14 games, Gallup caught 39 passes for 424 yards and four touchdowns. He posted more yards the previous season in five fewer games.

It's nothing but head-scratching that Dallas gave Gallup this much money coming off major knee surgery and two lackluster seasons. Now, they are paying what we assume will be their No. 3 receiver this season more money than the No. 2 (Brandin Cooks) they traded for this offseason.
