27. Taylor Heinicke, Washington Football Team

Filling in for Ryan Fitzpatrick this year, Heinicke was everything you look for in a backup quarterback. He gave Washington a chance to win games, but being a backup seems like the best role for him.

26. Baker Mayfield, Cleveland Browns

Mayfield took a huge step backward in 2021, which is putting his future with the Browns in question. He was dealing with a shoulder injury most of the year, but he played poorly when he was out there (17 TDs, 13 INTs, 60% completion) and the Browns now have a very difficult decision to make.

25. Ben Roethlisberger, Pittsburgh Steelers

The farewell season for Big Ben saw the Steelers in the playoffs, but Roethlisberger did not have a great season. His 6.3 yards per attempt were the third-worst amongst all starters and he was a shell of himself in his final NFL season.

24. Davis Mills, Houston Texans

Mills was arguably the best rookie quarterback in the NFL this season. No one thought they would be saying that for the third-round pick. He was put onto a terrible Texans team and played well (16 TDs, 10 INTs). He should be the starter in Houston next year and his second season will be interesting to see.

23. Jameis Winston, New Orleans Saints

Winston only played seven games in 2021 due to an ACL injury. But, a full season of Winston would most likely have him higher on this list. He had 14 touchdowns and three interceptions in those seven games. Without Sean Payton coaching him in 2022 could make life difficult for Winston, but he made strides as a passer in his first season with the Saints.
