9. Linebacker Bruce Carter
Big things were expected of Carter this year. But his lackluster play and struggles in pass coverage earlier on this season resulted in him losing his starting role to journeyman linebacker Ernie Sims. Although he has now regained his starting status, Carter has not lived up to expectations as one of the fastest linebackers in football. His lack of growth is even made worse by the growing spotlight on middle linebacker Sean Lee this season. Both Lee and Carter were second round picks who dropped in their perspective drafts due to injury. But as Lee has excelled, Carter continues to look mediocre. Unless he blossoms soon, Carter could be out of Dallas sooner than later.
