Don't believe me? Ask T.O. when he was suspended for his antics on the Dallas Star back as a 49er.  No charges there.  No violence or dirty hits.  Still don't believe me?  Ask Steve Smith who punched a teammate and was suspended two games by his own team even though no charges were filed.  Saying a player can't get suspended unless charges are pressed against him is just plain wrong.  It certainly decreases the likelihood, but it's hardly a certainty.
